1 A bill to be entitled
2 An act relating to the reuse and recycling of
3 campaign signs; requiring the Department of
4 Environmental Protection to design a pilot
5 project to encourage the reuse or recycling of
6 campaign signs; requiring the department to
7 submit details of the program and a budget
8 request for use of funds from the Solid Waste
9 Management Trust Fund; providing an effective
10 date.

12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. The Department of Environmental Protection
15 shall design a pilot project, for implementation in 2006, to
16 encourage the reuse or recycling of campaign signs. At a
17 minimum, the department shall identify two large counties and
18 two small counties to establish a central depository for used
19 campaign signs and to make such signs available, at no cost to
20 the receiving entity, to schools and other entities that may
21 have a use for them and to companies that can recycle the
22 materials from which the signs are made into new materials or
23 products. As part of this pilot project, the department shall
24 submit details for the program along with a budget request,
25 for use of funds from the Solid Waste Management Trust Fund
26 prior to the start of the 2006 Regular Session.
27 Section 2. This act shall take effect July 1, 2005.

4 The committee substitute requires the Department of
Environmental Preservation to design a pilot project, for

campaign signs. The department is required to submit details
6 for the program along with a budget request for use of funds
from the Solid Waste Management Trust Fund prior to the start
7 of the 2006 Regular Session.
