3     Amendment (with title amendment)
4     Between line(s) 262-263, insert:
5     Section 1.  Procedure for requesting restoration of civil
6rights of county prisoners convicted of felonies and for
7registering to vote upon restoration of such rights.--
8     (1)  With respect to a person who has been convicted of a
9felony and is serving a sentence in a county detention facility,
10the administrator of the county detention facility:
11     (a)  Shall provide to the prisoner, at least 2 weeks before
12discharge, if possible, an application form obtained from the
13Parole Commission which the prisoner must complete in order to
14begin the processes of having his or her civil rights restored
15and instruction in how to register to vote upon restoration of
16such rights.
17     (b)  May allow volunteers to be used to assist the prisoner
18in completing the application and in understanding the voter
19registration process.
20     (2)  This section does not apply to prisoners who are
21discharged from a county detention facility to the custody or
22control of the Department of Corrections.
23     (3)  This section shall take effect July 1, 2005.

27An act relating to elections; requiring that the

32a sentence in that facility; authorizing the use of
33volunteers to assist the prisoner in completing the
34application and in understanding the voter registration
35process; providing that this section does not apply to
36prisoners who are transferred to the Department of
37Corrections; amending s. 97.012, F.S.;
