5 | Section 1. Procedure for requesting restoration of civil |
6 | rights of county prisoners convicted of felonies and for |
7 | registering to vote upon restoration of such rights.-- |
8 | (1) With respect to a person who has been convicted of a |
9 | felony and is serving a sentence in a county detention facility, |
10 | the administrator of the county detention facility: |
11 | (a) Shall provide to the prisoner, at least 2 weeks before |
12 | discharge, if possible, an application form obtained from the |
13 | Parole Commission which the prisoner must complete in order to |
14 | begin the processes of having his or her civil rights restored |
15 | and instruction in how to register to vote upon restoration of |
16 | such rights. |
17 | (b) May allow volunteers to be used to assist the prisoner |
18 | in completing the application and in understanding the voter |
19 | registration process. |
20 | (2) This section does not apply to prisoners who are |
21 | discharged from a county detention facility to the custody or |
22 | control of the Department of Corrections. |
23 | (3) This section shall take effect July 1, 2005. |
