3     Amendment to Amendment (426201) (with title amendment)
4Between line(s) 2098 and 2099, insert:
5Section 45.  Section 106.34, Florida Statutes, is amended
6to read:
7     106.34  Expenditure limits.--
8     (1)  Any candidate for Governor and Lieutenant Governor or
9Cabinet officer who requests contributions from the Election
10Campaign Financing Trust Fund shall limit his or her total
11expenditures as follows:
12     (a)  Governor and Lieutenant Governor: $2 for each Florida
13registered voter $5 million.
14     (b)  Cabinet officer: $1 for each Florida registered voter
15$2 million.
16     (2)  The expenditure limit for any candidate with primary
17election opposition only shall be 60 percent of the limit
18provided in subsection (1).
19     (3)  For purposes of this section, "Florida registered
20voter" means a voter who is registered to vote in Florida as of
21June 30 of each odd-numbered year. The Division of Elections
22shall certify the total number of Florida registered voters no
23later than July 31 of each odd-numbered year. Such total number
24shall be calculated by adding the number of registered voters in
25each county as of June 30 of the year of the certification date.
26For the 2006 general election, the Division of Elections shall
27certify the total number of Florida registered voters by July
2831, 2005 The expenditure limit shall be adjusted by the
29Secretary of State quadrennially to reflect the rate of
30inflation or deflation as indicated in the Consumer Price Index
31for All Urban Consumers, U.S. City Average, All Items, 1967=100,
32or successor reports as reported by the United States Department
33of Labor, Bureau of Labor Statistics.
34     (4)  For the purposes of this section, the term
35"expenditure" does not include the payment of compensation for
36legal and accounting services rendered on behalf of a candidate.
