17 Section 1. Section 250.5206, Florida Statutes, is
18 created to read:
19 250.5206 Family Readiness Program.--The Department of
20 Military Affairs shall establish a state Family Readiness
21 Program headed by a program director and based on the United
22 States Department of Defense National Guard and Reserve Family
23 Readiness Strategic Plan 2004-2005 initiative.
24 (1) PROGRAM PURPOSE.--The purpose of the program shall
25 be to provide need-based assistance to families of service
26 members of the Florida National Guard and United States
27 Reserve Forces, including the Coast Guard Reserves, who are on
28 active duty serving in the Global War on Terrorism and who are
29 federally deployed or participating in state operations for
30 homeland defense.
31 (2) FUNDING.--Implementation of the program is subject

1 to appropriations expressly provided for this purpose.
2 (3) ELIGIBLE SERVICES.--Program funds may be used in
3 emergency situations to purchase critically needed services,
4 including, but not limited to, reasonable living expenses,
5 housing, vehicles, equipment or renovations necessary to meet
6 disability needs, and health care.
7 (4) ELIGIBILITY.--Eligible recipients shall include
8 persons designated as beneficiaries on the United States
9 Department of Defense Form 93, or who are otherwise dependents
10 of eligible service members, and who are residents of the
11 State of Florida.
12 (5) REQUESTS FOR ASSISTANCE; REVIEW; AWARDS.--Requests
13 for assistance shall be validated and assessed at the local
14 level by a federal Family Center Support Specialist stationed
15 at a state armory or at a reserve facility by a designated
16 official. Recommendations subsequent to assessment and
17 validation shall be forwarded to the program director, who
18 shall review the recommendations for eligibility,
19 appropriateness, and sufficiency of documentation. The
20 Adjutant General or his or her designee shall receive the
21 recommendations from the program director and is authorized to
22 award funds pursuant to subsections (3) and (4).
23 (6) AUDITS.--The inspector general of the department
24 shall conduct a monthly audit review of the program.
25 (7) ANNUAL REPORT.--The department shall maintain
26 sufficient data to provide an annual report to the Governor
27 and the Legislature on the families served under the program,
28 the types of services provided, and the allocation of funds
29 spent.
30 (8) RULES.--The department is authorized to adopt
31 rules necessary to implement this program, including

1 procedures for applying for assistance, qualifying services,
2 and criteria for eligibility.
3 Section 2. The sum of $5 million, which includes
4 $10,000 in operating capital outlay and authorizes three
5 other-personal-service positions, is appropriated for fiscal
6 year 2005-2006 from the General Revenue Fund to the Department
7 of Military Affairs for the Family Readiness Program to
8 provide need-based assistance to the family members eligible
9 under section 250.5206, Florida Statutes.
10 Section 3. This act shall take effect July 1, 2005.
