15 On page 3, lines 1-17, delete those lines

17 and insert:
18 Section 3. Section 290.0074, Florida Statutes, is
19 created to read:
20 290.0074 Enterprise zone designation for Sumter
21 County.--Sumter County may apply to the Office of Tourism,
22 Trade, and Economic Development for designation of one
23 enterprise zone encompassing an area not to exceed 10 square
24 miles. The application must be submitted by December 31, 2005.
25 Notwithstanding the provisions of s. 290.0065 limiting the
26 total number of enterprise zones designated and the number of
27 enterprise zones within a population category, the Office of
28 Tourism, Trade, and Economic Development may designate one
29 enterprise zone under this section. The Office of Tourism,
30 Trade and Economic Development shall establish the initial
31 effective date of the enterprise zone designated pursuant to

2 Section 4. Section 290.00755, Florida Statutes, is
3 created to read:
4 290.00755 Enterprise zone designation for Columbia
5 County or Columbia County and Lake City.--Columbia County, or
6 Columbia County and the municipality of Lake City jointly, may
7 apply to the Office if Tourism, Trade, and Economic
8 Development for designation of one enterprise zone
9 encompassing an area within the county, or within the county
10 and the municipality. The application must be submitted by
11 December 31, 2005. Notwithstanding the provisions of s.
12 290.0065 limiting the total number of enterprise zones
13 designated and the number of enterprise zones within a
14 population category, the Office of Tourism, Trade, and
15 Economic Development may designate one enterprise zone under
16 this section. The Office of Tourism, Trade, and Economic
17 Development shall establish the initial effective date of the
18 enterprise zone designated pursuant to this section.

22 County or Suwannee County and Live Oak.--Suwannee County, or

25 Development for designation of one enterprise zone
26 encompassing an area within the county, or within the county
27 and the municipality. The application must be submitted by
28 December 31, 2005. Notwithstanding the provisions of s.

30 designated and the number of enterprise zones within a

2 this section. The Office of Tourism, Trade, and Economic
3 Development shall establish the initial effective date of the
4 enterprise zone designated pursuant to this section.
5 Section 6. Section 290.0077, Florida Statutes, is
6 created to read:
7 290.0077 Enterprise zone designation for Orange County
8 and the municipality of Apopka.--Orange County and the
9 municipality of Apopka may jointly apply to the Office of
10 Tourism, Trade, and Economic Development for designation of
11 one enterprise zone. The application must be submitted by
12 December 31, 2005, and must comply with the requirements of
13 provisions of s. 290.0055. Notwithstanding the provisions of
14 s. 290.0065 limiting the total number of enterprise zones
15 designated and the number of enterprise zones within a
16 population category, the Office of Tourism, Trade, and
17 Economic Development may designate one enterprise zone under
18 this section. The Office of Tourism, Trade, and Economic
19 Development shall establish the initial effective date of the
20 enterprise zone designated pursuant to this section.
21 Section 7. The Office of Program Policy Analysis and
22 Government Accountability shall conduct an evaluation of the
23 tax incentives available to rural enterprise zones and the
24 effectiveness of rural enterprise zones in creating jobs. In
25 particular, the evaluation must consider whether existing tax
26 and other financial incentives available under the Enterprise
27 Zone Act are appropriate for businesses located in rural
28 enterprise zones and whether incentives such as the transfer
29 of unused tax credits would enhance the effectiveness of rural
30 enterprise zones. The evaluation shall include an estimation
31 of the costs of new tax incentives. The evaluation shall also

1 identify obstacles faced by rural enterprise zones and
2 recommend possible solutions. The Office of Program Policy
3 Analysis and Government Accountability shall conduct its
4 evaluation and submit a report containing its findings and
5 recommendations to the Legislature by December 1, 2005.
6 Section 8. This act shall take effect July 1, 2005.
