  7         requiring the office to establish an effective

  8         date for the designated enterprise zone;

  9         creating s. 290.0073, F.S.; authorizing Indian

10         River County, the City of Vero Beach, and the

11         City of Sebastian to jointly apply to the

12         Office of Tourism, Trade, and Economic

13         Development for designation of an enterprise

14         zone in Indian River County; providing

15         requirements with respect thereto; requiring

16         the office to establish the initial effective

17         date of the enterprise zone; creating s.

18         290.0074, F.S.; authorizing Sumter County to

19         apply to the Office of Tourism, Trade, and

20         Economic Development for designation of an

21         enterprise zone; providing requirements;

22         requiring the office to establish an effective

23         date for the designated enterprise zone;

24         providing an effective date.

26  Be It Enacted by the Legislature of the State of Florida:

27  

28         Section 1.  Section 290.00710, Florida Statutes, is

29  created to read:

30         290.00710  Enterprise zone designation for the City of

31  Lakeland.--The City of Lakeland may apply to the Office of

 1  Tourism, Trade, and Economic Development for designation of

 2  one enterprise zone for an area within the City of Lakeland,

 3  which zone shall encompass an area up to 10 square miles. The

 4  application must be submitted by December 31, 2005, and must

 5  comply with the requirements of s. 290.0055. Notwithstanding

 6  s. 290.0065, limiting the total number of enterprise zones

 7  designated and the number of enterprise zones within a

 8  population category, the Office of Tourism, Trade, and

 9  Economic Development may designate one enterprise zone under

10  this section. The Office of Tourism, Trade, and Economic

11  Development shall establish the initial effective date of the

12  enterprise zone designated pursuant to this section.

13         Section 2.  Section 290.0073, Florida Statutes, is

14  created to read:

15         290.0073  Enterprise zone designation for Indian River

16  County, the City of Vero Beach, and the City of

17  Sebastian.--Indian River County, the City of Vero Beach, and

18  the City of Sebastian may jointly apply to the Office of

19  Tourism, Trade, and Economic Development for designation of

20  one enterprise zone encompassing an area not to exceed 10

21  square miles. The application must be submitted by December

22  31, 2005, and must comply with the requirements of s.

23  290.0055. Notwithstanding the provisions of s. 290.0065

24  limiting the total number of enterprise zones designated and

25  the number of enterprise zones within a population category,

26  the Office of Tourism, Trade, and Economic Development may

27  designate one enterprise zone under this section. The Office

28  of Tourism, Trade, and Economic Development shall establish

29  the initial effective date of the enterprise zone designated

30  pursuant to this section.

 4  County.--Sumter County may apply to the Office of Tourism,

 5  Trade, and Economic Development for designation of one

 6  enterprise zone encompassing an area not to exceed 10 square

 7  miles. The application must be submitted by December 31, 2005,

 8  and must comply with the requirements of s. 290.0055.

 9  Notwithstanding the provisions of s. 290.0065 limiting the

10  total number of enterprise zones designated and the number of

11  enterprise zones within a population category, the Office of

12  Tourism, Trade, and Economic Development may designate one

13  enterprise zone under this section. The Office of Tourism,

14  Trade, and Economic Development shall establish the initial

15  effective date of the enterprise zone designated pursuant to

16  this section.

17         Section 4.  This act shall take effect July 1, 2005.

19          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
20                            CS/SB 1598

22  The committee substitute for committee substitute authorizes
    Sumter County to apply to the Office of Tourism, Trade, and
23  Economic Development (OTTED) for the designation of one
    enterprise zone not to exceed 10 square miles. The application
24  must be submitted by December 31, 2005, and comply with s.
    290.0055, F.S. (OTTED) is responsible for establishing the
25  initial effective date of the enterprise zone upon
    designation.
