A bill to be entitled
2An act relating to the State Retirement Commission;
3amending s. 121.22, F.S.; increasing the size of the
4commission from three to five members; amending s. 121.24,
5F.S.; revising the quorum requirements of the commission;
6providing an effective date.

8Be It Enacted by the Legislature of the State of Florida:

10     Section 1.  Subsection (1) of section 121.22, Florida
11Statutes, is amended to read:
12     121.22  State Retirement Commission; creation; membership;
13compensation.--
14     (1)  There is created within the Department of Management
15Services a State Retirement Commission composed of five three
16members: Two members One member who are is retired under a
17state-supported retirement system administered by the
18department; two members one member who are is an active members
19member of a state-supported retirement system that is
20administered by the department; and one member who is neither a
21retiree, beneficiary, or member of a state-supported retirement
22system administered by the department. Each member shall have a
23different occupational background from the other members.
24     Section 2.  Paragraph (a) of subsection (1) of section
25121.24, Florida Statutes, is amended to read:
26     121.24  Conduct of commission business; legal and other
27assistance; compensation.--
28     (1)  The commission shall conduct its business within the
29following guidelines:
30     (a)  For purposes of hearing appeals under s. 121.23, the
31commission may meet in panels consisting of not fewer than three
32members. For the purpose of meeting in these panels, a quorum
33shall be not fewer than two members. For all other purposes, a
34quorum shall consist of three four members. The concurring vote
35of a majority of the members present shall be required to reach
36a decision, issue orders, and conduct the business of the
37commission.
38     Section 3.  This act shall take effect July 1, 2005.
