15         On page 5, line 1, through page 7, line 8, delete those
16  lines

18  and insert:  
19         (c)  The agency shall include the following offices
20  within its organizational structure which shall have the
21  specified responsibilities:
22         1.(a)  the Office of Unemployment Compensation
23  Workforce Services; shall administer the unemployment
24  compensation program, the Rapid Response program, the Work
25  Opportunity Tax Credit program, the Alien Labor Certification
26  program, and any other programs that are delivered directly by
27  agency staff rather than through the one-stop delivery system.
28  The office shall be directed by the Deputy Director for
29  Workforce Services, who shall be appointed by and serve at the
30  pleasure of the director.

Florida Senate - 2005 COMMITTEE AMENDMENT Bill No. SB 1650 Barcode 690930 1 Accountability shall administer state merit system program 2 staff within the workforce service delivery system, under the 3 policies of Workforce Florida, Inc. The office is responsible 4 for delivering services through the one-stop delivery system 5 and for ensuring that participants in welfare transition 6 programs receive case management services, diversion 7 assistance, support services, including child care and 8 transportation services, Medicaid services, and transition 9 assistance to enable them to succeed in the workforce. The 10 office is also responsible for program quality assurance, 11 grants and contract management, contracting, financial 12 management, and reporting. The office shall be directed by the 13 Deputy Director for Program Support and Accountability, who 14 shall be appointed by and serve at the pleasure of the 15 director. The office is responsible for: 16 1. Establishing monitoring, quality assurance, and 17 quality improvement systems that routinely assess the quality 18 and effectiveness of contracted programs and services. 19 2. Annual review of each regional workforce board and 20 administrative entity to ensure that adequate systems of 21 reporting and control are in place; that monitoring, quality 22 assurance, and quality improvement activities are conducted 23 routinely; and that corrective action is taken to eliminate 24 deficiencies. 25 3.(c) the Office of Early Learning, which shall 26 administer the school readiness system in accordance with s. 27 411.01 and the operational requirements of the Voluntary 28 Prekindergarten Education Program in accordance with part V of 29 chapter 1002. In addition, the 6 director may organize and structure the agency to best meet 7 the goals and objectives of the agency. is responsible for 8 procurement, human resource services, and information services 9 including delivering information on labor markets, employment, 10 occupations, and performance, and shall implement and maintain 11 information systems that are required for the effective 12 operation of the one-stop delivery system and the school 13 readiness system, including, but not limited to, those systems 14 described in s. 445.009. The office shall be directed by the 15 Deputy Director for Agency Support Services, who shall be 16 appointed by and serve at the pleasure of the director. The 17 office is responsible for establishing: 18 1. Information systems and controls that report 19 reliable, timely and accurate fiscal and performance data for 20 assessing outcomes, service delivery, and financial 21 administration of workforce programs under s. 445.004(5) and 22 (9). 23 2. Information systems that support service 24 integration and case management by providing for case tracking 25 for participants in welfare transition programs. 26 3.
