12  recommended the following amendment:

14         Senate Amendment 
15         On page 9, lines 3 through 21, delete those lines
16  
17  and insert:  
18         (q)  Sustaining abundant birdlife and encouraging the
19  recreational and economic benefits associated with wildlife
20  observation and photography.
21         (2)(a)  The Florida Oceans and Coastal Science Work
22  Group is created within the Department of Environmental
23  Protection, shall consist of 15 members, and shall be jointly
24  chaired by the secretary and the executive director, or their
25  designees. The remaining 13 members shall be jointly appointed
26  by the secretary and the executive director and shall include
27  one resource manager, one scientist specializing in wetlands
28  or watersheds, one scientist specializing in nearshore waters
29  or estuaries, one scientist specializing in offshore waters or
30  open oceans waters, one scientist specializing in wildlife
31  habitat management, one scientist specializing in fishery

Except for the secretary 5 or the executive director or their designees, appointments 6 shall be to terms of 4 years each and an appointed member may 7 be reappointed for up to two consecutive terms. Members shall 8 serve until their successors are appointed.
