3     Amendment to Senate Amendment (045176) (with title
4amendment)
5     On page 118, line 29,
6insert:
7     Section 98.  Department of Transportation study of
8transportation facilities providing access to pari-mutuel
9facilities and Indian reservations; report and recommendations
10authorized.--
11     (1)  The Department of Transportation is directed to
12conduct a study of the impacts that slot machine gaming at pari-
13mutuel facilities and on Indian reservation lands is having on
14public roads and other transportation facilities, regarding
15traffic congestion and other mobility issues, facility
16maintenance and repair costs, emergency evacuation readiness,
17and costs of potential future widening or other improvements,
18and of other impacts on the motoring, nongaming public.
19     (2)  The study shall include, but is not limited to, the
20following information:
21     (a)  A listing, description, and functional classification
22of the access roads to and from pari-mutuel facilities and
23Indian reservations that conduct slot machine gaming in the
24state.
25     (b)  An identification of the access roads identified under
26paragraph (a) that are either scheduled for improvements within
27the Department of Transportation's 5-year work program or are
28listed on the 20-year, long-range transportation plan of the
29department or a metropolitan planning organization.
30     (c)  The most recent traffic counts on the access roads and
31projected future usage, as well as any projections of impacts on
32secondary, feeder, or connector roads, interstate highway exit
33and entrance ramps, or other area transportation facilities.
34     (d)  The safety and maintenance ratings of each access road
35and a detailed review of impacts on local and state emergency
36management agencies to provide emergency or evacuation services.
37     (e)  The estimated infrastructure costs to maintain,
38improve, or widen these access roads based on future projected
39needs.
40     (f)  The feasibility of implementing tolls on these access
41roads or, if already tolled, raising the toll to offset and
42mitigate the impacts of traffic generated by pari-mutuel
43facility and Indian reservation slot machine gaming activities
44on nontribal communities in the state and to finance projected
45future improvements to the access roads.
46     (3)  The department shall present its findings and
47recommendations in a report to be submitted to the Governor, the
48President of the Senate, and the Speaker of the House of
49Representatives by January 15, 2006. The report may include any
50department recommendations for proposed legislation.
