14 On page 26 between lines 716 and 717,

16 insert:
17 Section 23. Subsection (7) is added to section
18 193.451, Florida Statutes, to read:
19 1011.94 Trust Fund for University Major Gifts.--
20 (7) Beginning January 1, 2006, there is hereby created
21 within the University of Florida's Institute of Food and
22 Agricultural Sciences the Agricultural and Environmental
23 Sciences Challenge Grants. The purpose and intent of the
24 program is to encourage the active participation of the
25 private sector with the Institute of Food and Agricultural
26 Sciences. Private donations made must be matched on a dollar
27 for dollar basis not to exceed the matching limit imposed in
28 s.1011.94.
29 The Institute of Food and Agricultural Sciences will
30 submit research proposals to the donors of the matching grant
31 program. The donors, based on the amount of their donations,

1 may individually or jointly select those proposals they deem
2 worthy of funding. Research proposals selected for funding
3 may exceed a year in duration. Funds may be expended for
4 allied technical personnel costs, but not to employ full-time
5 personnel of the State University System. Funds not expended
6 within a fiscal year, including matching funds, will be
7 carried over to the next fiscal year but shall not exceed the
8 matching limitation imposed herein.
