  3         creating s. 430.901, F.S.; providing a

  4         definition and purposes of a "multiservice

  5         senior center"; renumbering and amending s.

  6         430.206, F.S.; providing for certain

  7         accreditation; amending s. 430.203, F.S.;

  8         repealing a definition of "multiservice senior

  9         center," to conform; amending s. 430.205, F.S.;

10         providing that activities of a community care

11         service area may be directed from a

12         multiservice senior center as defined in s.

13         430.901, F.S.; providing an effective date.

15  Be It Enacted by the Legislature of the State of Florida:

16  

17         Section 1.  Section 430.901, Florida Statutes, is

18  created to read:

19         430.901  Multiservice senior center; definition;

20  purpose.--A "multiservice senior center" is:

21         (1)  A community facility that is a focal point for the

22  organization and provision of a broad spectrum of services

23  suited to the diverse needs and interests of independent older

24  persons, which may include nutritional meals; health, mental

25  health, social, wellness, respite care, and education

26  services; and recreational activities.

27         (2)  An entity that may partner with an aging resource

28  center to provide for easier access to long-term-care services

29  by seniors and their families who reside within the local

30  community.

 1         (3)  A setting that provides opportunities that enable

 2  participants to stay connected to their communities and their

 3  support networks.

 4         (4)  Designed to offer preventive screenings,

 5  activities, and services that may divert seniors from more

 6  extensive in-home services and help reduce, delay, or prevent

 7  premature institutionalization.

 8         Section 2.  Section 430.206, Florida Statutes, is

 9  renumbered as section 430.902, Florida Statutes, and amended

10  to read:

11         430.902 430.206  Multiservice senior center.--

12         (1)  If practicable, multiservice senior center

13  services shall be available to functionally impaired elderly

14  persons.

15         (2)  If feasible, a multiservice senior center should

16  must be centrally located and easily accessible to public

17  transportation. Provision may be made for transporting persons

18  to the center. A center shall be designed to provide ease of

19  access and use by seniors with varying levels of physical

20  abilities, considering the infirmities of elderly persons.

21         (3)(a)  Each multiservice senior center is encouraged

22  to have on the premises at all times a functioning automated

23  external defibrillator.

24         (b)  Multiservice senior centers that provide automated

25  external defibrillators shall ensure that personnel are

26  properly trained in accordance with s. 401.2915.

27         (c)  The location of each automated external

28  defibrillator shall be registered with a local emergency

29  medical services medical director.

 1         (d)  The use of automated external defibrillators by

 2  employees and volunteers shall be covered under the provisions

 3  of ss. 768.13 and 768.1325.

 4         (4)(e)  The department may adopt rules to implement the

 5  provisions of this section.

 6         (5)  Multiservice senior centers are encouraged to seek

 7  national accreditation by the National Institute of Senior

 8  Centers.

 9         Section 3.  Subsections (11), (12), and (13) of section

10  430.203, Florida Statutes, are renumbered as subsections (10),

11  (11), and (12), respectively, and subsection (10) of that

12  section is amended to read:

13         430.203  Community care for the elderly;

14  definitions.--As used in ss. 430.201-430.207, the term:

15         (10)  "Multiservice senior center" means a community

16  facility for the organization and provision of a broad

17  spectrum of services, which shall include provision of health,

18  including mental health, social, nutritional, and education

19  services, and the provision of facilities for recreational

20  activities for persons 60 years of age or older.

21         Section 4.  Subsection (2) of section 430.205, Florida

22  Statutes, is amended to read:

23         430.205  Community care service system.--

24         (2)  Core services and other support services may be

25  furnished by public or private agencies or organizations. Each

26  community care service system must be under the direction of a

27  lead agency that coordinates the activities of individual

28  contracting agencies providing community-care-for-the-elderly

29  services. When practicable, the activities of a community care

30  service area may must be directed from a multiservice senior

31  center, as defined in s. 430.901, and coordinated with other

 1  services offered therein. This subsection does not require

 2  programs in existence prior to the effective date of this act

 3  to be relocated.

 4         Section 5.  This act shall take effect July 1, 2005.
