1 A bill to be entitled
2 An act relating to providing discounted
3 computers to low-income students; creating a
4 program for this purpose; providing eligibility
5 requirements for receiving a discounted price
6 on a computer; requiring the Department of
7 Education to negotiate terms with a computer
8 manufacturer; requiring the department to adopt
9 rules, including rules relating to providing
10 technical training to the students; providing
11 an effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Program to provide discounted computers to
16 low-income students.--
17 (1) There is created a program to provide qualifying
18 low-income students with computers at a discounted price.
19 (2) A student who attends a public school in this
20 state, who is in a grade level from grade 5 through grade 12,
21 and who is currently on the free lunch program is eligible to
22 receive a computer at a discounted price.
23 (3) The Department of Education shall negotiate with a
24 computer manufacturer concerning:
25 (a) The price of a discounted computer and whether
26 computer accessories such as a printer or scanner will be
27 offered to the students at reduced prices.
28 (b) A specialized software package, including, but not
29 limited to:
30 1. A word processor;
31 2. Internet access; and

1 3. An operating system.
2 (c) The type of warranty that is to be provided to the
3 students and whether an extended warranty will be available to
4 the students and under what terms.
5 (4) The Department of Education shall adopt rules
6 concerning:
7 (a) How to integrate into this program the provision
8 of computer or technical training to students in their
9 respective school districts.
10 (b) The distribution of eligibility-verification
11 certificates to the students, the locations at which
12 discounted computers are available, and how to obtain and pay
13 for the equipment covered by this program.
14 Section 2. This act shall take effect July 1, 2005.

17 SENATE SUMMARY
18 Creates a program to provide computers at a discounted
price to public-school students in this state who attend
19 grades 5 through 12 and are in the free lunch program.
Requires the Department of Education to negotiate terms
20 with a computer manufacturer. Requires the Department to
adopt rules, including rules relating to providing
21 technical training to the students.
