13 Senate Amendment (with title amendment)
14 Delete everything after the resolving clause

16 and insert:
17 That the following amendment to Section 3 of Article XI
18 of the State Constitution is agreed to and shall be submitted
19 to the electors of this state for approval or rejection at the
20 next general election or at an earlier special election
21 specifically authorized by law for that purpose:
22 ARTICLE XI
23 AMENDMENTS
24 SECTION 3. Initiative.--
25 (a) The power to propose the revision or amendment of
26 any portion or portions of this constitution by initiative is
27 reserved to the people, provided that, any such revision or
28 amendment, except for those limiting the power of government
29 to raise revenue, shall embrace but one subject and matter
30 directly connected therewith. The amendment or revision must
31 also:

1 (1) amend an existing article of this constitution on
2 the same subject and matter, except that any proposed
3 amendment or revision of Article X must amend or repeal an
4 existing section of that article on the same subject and
5 matter;
6 (2) address a basic or fundamental right of a citizen
7 of this state; or
8 (3) change the basic structure of state government as
9 established in Article II, Article III, Article IV, or Article
10 V of this constitution.
11 (b) The initiative power It may be invoked by filing
12 with the custodian of state records a petition containing a
13 copy of the proposed revision or amendment, signed by a number
14 of electors in each of one half of the congressional districts
15 of the state, and of the state as a whole, equal to eight
16 percent of the votes cast in each of such districts
17 respectively and in the state as a whole in the last preceding
18 election in which presidential electors were chosen.
19 BE IT FURTHER RESOLVED that the following statement be
20 placed on the ballot:
21 CONSTITUTIONAL AMENDMENT
22 ARTICLE XI, SECTION 3
23 CONSTITUTIONAL AMENDMENTS AND REVISIONS PROPOSED BY
24 INITIATIVE.--Proposing an amendment to the State Constitution
25 to require that a constitutional amendment or revision
26 proposed by initiative amend an existing article of this
27 constitution on the same subject and matter, except that any
28 proposed amendment or revision of Article X must amend or
29 repeal an existing section of that article on the same subject
30 and matter; address a basic or fundamental right of a citizen
31 of this state; or change the basic structure of state
