6A joint resolution proposing an amendment to Section 3 of
7Article XI of the State Constitution to provide the
8permissible subject matter of an amendment or revision to
9the State Constitution proposed by initiative.

11Be It Resolved by the Legislature of the State of Florida:
12
13     That the amendment to Section 3 of Article XI of the State
14Constitution set forth below is agreed to and shall be submitted
15to the electors of Florida for approval or rejection at the
16general election to be held in November 2006:

ARTICLE XI

AMENDMENTS
19     SECTION 3.  Initiative.--
20     (a)  The power to propose the revision or amendment of any
21portion or portions of this constitution by initiative is
22reserved to the people, provided that, any such revision or
23amendment, except for those limiting the power of government to
24raise revenue, shall embrace but one subject and matter directly
25connected therewith. Any amendment or revision proposed by
26initiative shall:
27     (1)  Amend or repeal an existing section of this
28constitution on the same subject and matter;
29     (2)  Address a right of a citizen of this state as
30established in Article I of this constitution; or
31     (3)  Change the basic structure of state government as
32established in Article II, Article III, Article IV, or Article V
33of this constitution, except that no amendment or revision shall
34deprive the branches of government of any existing powers
35granted in these articles.
36     (b)  The initiative power It may be invoked by filing with
37the custodian of state records a petition containing a copy of
38the proposed revision or amendment, signed by a number of
39electors in each of one half of the congressional districts of
40the state, and of the state as a whole, equal to eight percent
41of the votes cast in each of such districts respectively and in
42the state as a whole in the last preceding election in which
43presidential electors were chosen.
44     BE IT FURTHER RESOLVED that the title and substance of the
45amendment proposed herein shall appear on the ballot as follows:

AMENDMENTS OR REVISIONS PROPOSED BY INITIATIVE
48     Proposes an amendment to Section 3 of Article XI of the
49State Constitution to provide that a constitutional amendment or
50revision proposed by initiative must amend or repeal an existing
51section of the State Constitution on the same subject and
52matter; must address a right of a citizen of this state
53established in Article I of the State Constitution; or must
54change the basic structure of state government as established in
55Article II, Article III, Article IV, or Article V of the State
56Constitution, except that no amendment or revision may deprive
57the branches of government of any existing powers granted in
58these articles.
