12  recommended the following amendment:

14         Senate Amendment (with title amendment) 
15         Delete everything after the enacting clause
16  
17  and insert:  
18         Section 1.  Section 196.1999, Florida Statutes, is
19  created to read:
20         196.1999 Space laboratories and carriers
21  exemption--Notwithstanding other provisions of this chapter, a
22  module, pallet, rack, locker, and any necessary associated
23  hardware and subsystem, owned by any person and intended to be
24  used to transport or store cargo used for a space laboratory
25  for the primary purpose of conducting scientific research in
26  space, is deemed to carry out a scientific purpose and is
27  exempt from ad valorem taxation.
28         Section 2.  Section 196.1994, Florida Statutes, is
29  repealed.
30         Section 3.  This act shall take effect July 1, 2005,
31  and shall apply retroactively to January 1, 2005.

 7         An act relating to aerospace advalorem taxes;
 8         creating s. 196.1999, F.S.; providing an
 9         exemption from ad valorem taxes for certain
10         space laboratories; repealing s. 196.1994,
11         F.S., which expired effective July 1, 2004, and
12         which provided an exemption from ad valorem
13         taxes for certain space laboratories; providing
14         for retroactivity; providing an effective date.
