12  recommended the following amendment:

14         Senate Amendment 
15         On page 4, lines 3-10, delete those lines
16  
17  and insert:  compatible with the ecological characteristics of
18  the wetlands receiving the waters. When storage alternatives
19  such as the use of existing impoundments, works, closed system
20  reservoirs, or stormwater treatment areas are not sufficient,
21  the use of wetlands may be considered for providing additional
22  storage as needed to implement agricultural water conservation
23  measures. To accomplish this, the governing board or the
24  department may establish, by rule, criteria for the issuance
25  of general permits for the use of certain wetlands for
26  implementing agricultural water conservation measures. At a
27  minimum, the rule must include specific criteria for the
28  rehydration of small, previously drained isolated or
29  short-duration-hydroperiod wetlands, including size thresholds
30  and consideration of the resource benefits of water
31  conservation.
