12 recommended the following amendment:

14 Senate Amendment
15 On page 10, between lines 16 and 17,

17 insert:
18 10. An early learning coalition may provide direct
19 services to children, families, or child care providers, or
20 contract for the provision of such services. However, the
21 coalition may not provide direct services unless the coalition
22 has issued a competitive solicitation for service pursuant to
23 s. 287.057 and has not received any response to the
24 solicitation; the Agency for Workforce Innovation has
25 determined that the coalition can provide the services at a
26 lower cost than any entity responding to the solicitation; or
27 the services are funded by sources other than the state or
28 federal government.
29 a. Direct services include eligibility determination,
30 the provision of child care resources and referral, health
31 screening, developmental screening, monitoring of attendance,

1 the provision of child-care provider payments, provider
2 monitoring, and technical assistance and training for
3 providers.
4 b. This requirement does not apply until June 1, 2006,
5 with respect to any direct services provided on or before June
6 1, 2005.
