4 Standards and Training Commission to establish
5 annual firearms qualification instruction
6 standards for law enforcement officers;
7 requiring agencies to report qualification
8 results; providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Section 943.1713, Florida Statutes, is
13 created to read:
14 943.1713 Basic skills training in handling firearms
15 for annual qualification.--
16 (1) The commission shall establish standards for
17 instruction of law enforcement officers in the subject of
18 firearms qualification. Each basic skills course that is
19 required for law enforcement officers to obtain initial
20 certification shall, after January 1, 2006, include a minimum
21 of 8 hours of training in handling firearms for annual
22 qualification. Such training must include training in handgun
23 and shotgun proficiency.
24 (2) State agencies, including county and municipal law
25 enforcement agencies must report qualification results
26 pursuant to a schedule adopted by commission rule.
27 Section 2. This act shall take effect July 1, 2005.
