1 A bill to be entitled
2 An act relating to standards of conduct for
3 public officers; amending s. 112.313, F.S.;
4 prohibiting members of the Board of Governors
5 of the State University System and members of a
6 board of trustees of a local constituent
7 university from representing principals before
8 the Legislature; providing an effective date.

10 WHEREAS, Section 18, Article III of the State
11 Constitution confers upon the Legislature the obligation to
12 prohibit conflict between the public duties and private
13 interests of state officers, and
14 WHEREAS, the members of the statewide board of
15 governors and local boards of trustees, as established in
16 Section 7, Article IX of the State Constitution, are state
17 officers and subject to the ethics laws of the State of
18 Florida, and
19 WHEREAS, it is the intent of the Legislature to ensure
20 good government practices in the operation of the education
21 boards of this state, and
22 WHEREAS, the Legislature finds that lobbyists serving
23 as members of state education boards present an actual or
24 potential conflict of interest, and
25 WHEREAS, the Legislature finds that the Board of
26 Governors and the local boards of trustees should reach their
27 decisions free of political influence and in the best
28 interests of the people of the State of Florida, NOW,
29 THEREFORE,

31 Be It Enacted by the Legislature of the State of Florida:

1 Section 1. Subsection (17) is added to section
2 112.313, Florida Statutes, to read:
3 112.313 Standards of conduct for public officers,
4 employees of agencies, and local government attorneys.--
5 (17) BOARD OF GOVERNORS AND BOARDS OF TRUSTEES.--No
6 member of the Board of Governors of the State University
7 System, nor any member of a board of trustees of a local
8 constituent university, shall have or hold any employment or
9 contractual relationship to personally represent another
10 person or entity for compensation before the Legislature.
11 Section 2. This act shall take effect upon becoming a
12 law.

16 Prohibits a member of the Board of Governors of the State
University System or a member of a board of trustees of a
17 constituent university from representing another person
or entity before the Legislature for compensation.
