pharmaceuticals by requiring recipients to pay a nominal co-payment upon
receipt of each prescription medication. A provider shall not refuse to
provide a recipient a service if the recipient is unable to pay a
required co-payment; however, this provision shall not relieve a
recipient of an obligation to pay a co-payment or prevent a provider
from attempting to collect a co-payment. If it is the routine business
practice of a provider to refuse service to an individual with
uncollected debt, the provider may include uncollected co-payments under
this practice. A provider shall give advanced notice to a recipient with
uncollected debt before services can be terminated. A provider shall not
waive a co-payment obligation as imposed by the department for a
recipient.

Line item amendments are accepted as part of the amendatory process. However, due to the necessity of using computerized systems this may entail a different placement within a budget entity or the renumbering of the specific appropriation items.
