6 | (51) By July 1, 2005, the agency shall develop a plan for |
7 | implementing the delivery of comprehensive vision care services |
8 | to Medicaid recipients through a capitated prepaid arrangement. |
9 | The plan shall include contracting with a private entity or |
10 | entities to provide for the comprehensive vision care services |
11 | through a capitated prepaid arrangement. However, the entity |
12 | must: |
13 | (a) Be licensed under chapter 627. |
14 | (b) Have sufficient financial resources. |
15 | (c) Have a contracted provider network that has statewide |
16 | coverage. |
17 | (d) Have experience in providing medical and surgical |
18 | vision care services. |
19 | (e) Have experience with the implementation of large |
20 | statewide contracts. As used in this section, the term "vision |
21 | care services" means covered vision services, including routine, |
22 | medical, and surgical vision care services that are available to |
23 | Medicaid recipients. If necessary, the agency shall seek federal |
24 | approval to contract with a single entity meeting these |
25 | requirements to provide vision care services to all Medicaid |
26 | recipients. The entity must offer sufficient choice of providers |
27 | within its network to ensure access to care for the recipient |
28 | and the opportunity to select a provider with whom the recipient |
29 | is satisfied. |
