11  The Committee on Governmental Oversight and Productivity
12  (Margolis) recommended the following amendment:

14         Senate Amendment 
15         On page 2, lines 13-15, delete those lines
16  
17  and insert:  commission. The eligible career attorney shall
18  submit the affidavit of certification annually, after
19  completion of each year of continuous service for which loan
20  assistance payments are available.
21         (b)  Upon receipt of the yearly certificate, the
22  commission shall make payment in the amount of $3,000 to the
