3     Amendment (with title amendment)
4     Between lines 2365 and 2366, insert:
5     Section 47.  Subsection (1) of section 318.32, Florida
6Statutes, is amended to read:
7     318.32  Jurisdiction; limitations.--
8     (1)  Hearing officers shall be empowered to accept pleas
9from and decide the guilt or innocence of any person, adult or
10juvenile, charged with any civil traffic infraction and shall be
11empowered to adjudicate or withhold adjudication of guilt in the
12same manner as a county court judge under the statutes, rules,
13and procedures presently existing or as subsequently amended,
14except that hearing officers shall not:
15     (a)  Have the power to hold a defendant in contempt of
16court, but shall be permitted to file a motion for order of
17contempt with the appropriate state trial court judge;
18     (b)  Hear a case involving a crash resulting in injury or
19death; or
20     (c)  Hear a criminal traffic offense case or a case
21involving a civil traffic infraction issued in conjunction with
22a criminal traffic offense; or
23     (d)  Have the power to suspend a defendant's drivers
24license pursuant to s. 316.655(2).
