3     Amendment (with title amendment)
4     Remove line(s) 2711-2734 and insert:
5     Section 57.  Subsection (2) of section 985.05, Florida
6Statutes, is amended, and subsection (5) is added to said
7section, to read:
8     985.05  Court records.--
9     (2)  The clerk shall keep all official records required by
10this section separate from other records of the circuit court,
11except those records pertaining to motor vehicle violations,
12which shall be forwarded to the Department of Highway Safety and
13Motor Vehicles. Except as provided in ss. 943.053 and 985.04(4),
14official records required by this part are not open to
15inspection by the public, but may be inspected only upon order
16of the court by persons deemed by the court to have a proper
17interest therein, except that a child and the parents,
18guardians, or legal custodians of the child and their attorneys,
19law enforcement agencies, the Department of Juvenile Justice and
20its designees, the Parole Commission, and the Department of
21Corrections, and the Justice Administrative Commission shall
22always have the right to inspect and copy any official record
23pertaining to the child. The court may permit authorized
24representatives of recognized organizations compiling statistics
25for proper purposes to inspect, and make abstracts from,
26official records under whatever conditions upon the use and
27disposition of such records the court may deem proper and may
28punish by contempt proceedings any violation of those
29conditions.
30     (5)  This part does not prohibit a circuit court from
31providing a restitution order containing the information
32prescribed in s. 985.201(4)(c) to a collection court or a
33private collection agency for the sole purpose of collecting
34unpaid restitution ordered in a case in which the circuit court
35has retained jurisdiction over the child and the child's parent
36or legal guardian. The collection court or private collection
37agency shall maintain the confidential status of the information
38to the extent such confidentiality is provided by law.
