| 4 | Between lines 2783 and 2784, insert: |
| 5 | Section 62. (1)(a) The Legislature finds that the use of |
| 6 | estimates of prior-year expenditures to establish maximum annual |
| 7 | budgets for the county fiscal year 2004-2005 resulted in maximum |
| 8 | annual budgets for some clerks of court which were less than the |
| 9 | amounts would have been if actual prior-year expenditures had |
| 10 | been used. |
| 11 | (b) The Legislature further finds that the clerks of court |
| 12 | perform duties critical to the operations of the judicial branch |
| 13 | and that future maximum annual budgets for the clerks of court |
| 14 | are based in part on their prior-year budgets. |
| 15 | (c) The Legislature further finds that the difference |
| 16 | between establishing the maximum annual budget using estimated |
| 17 | prior-year expenditures and using actual prior-year expenditures |
| 18 | was significant for the Clerk of Court for the Eleventh Judicial |
| 19 | Circuit. |
| 20 | (2) Therefore, the maximum annual budget for the Clerk of |
| 21 | Court for the Eleventh Judicial Circuit is increased by |
| 22 | $3,817,115 for the county fiscal year 2004-2005. |
