1 A bill to be entitled
2 An act relating to job opportunities for
3 youths; providing legislative intent to support
4 vocational training and placement provided to
5 at-risk youths through the Professional
6 Opportunities Program for Students (POPS);
7 providing for a pilot program; requiring
8 program proposals to be submitted to the
9 Department of Juvenile Justice; requiring a
10 report to the Legislature; providing an
11 appropriation; providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Professional Opportunities Program for
16 Students; legislative intent; pilot program.--
17 (1) It is the intent of the Legislature to provide
18 support and funding for programs conducted by the Professional
19 Opportunities Program for Students (POPS). POPS identifies and
20 provides vocational-and-employability-skills training and
21 placement programs and initiatives to youths between the ages
22 of 16 and 18 years who may also qualify for the Department of
23 Juvenile Justice's initiative programs for youth who have
24 significant family troubles; have significant school troubles;
25 have experienced drug or alcohol use, or both; or exhibit
26 predelinquent behavior.
27 (2) During the 2005-2006 fiscal year, a pilot
28 Professional Opportunities Program for Students may be
29 conducted in the central region of the state. In order to
30 receive funding under this act, a POPS entity must submit to
31 the Department of Juvenile Justice by September 1, 2005, a

1 proposal for a training and placement program for youths
2 between the ages of 16 and 18 years who reside in Brevard
3 County, Lake County, Osceola County, Orange County, Seminole
4 County, or Volusia County. The program should include up to 6
5 months of education and training and appropriate followup,
6 including documentation of the percentage of the youths who
7 have been placed in jobs for which training was provided under
8 the program since its inception and the percentage of those
9 youths who remain in such jobs for at least 3 months after
10 their placement. By January 1, 2006, the POPS entity that has
11 received funding under this act shall provide to the President
12 of the Senate and the Speaker of the House of Representatives
13 a report that includes an itemized list of program costs; the
14 statistics on job placement and retention of the youths served
15 by the program; and recommendations for further legislation,
16 including an opinion as to the feasibility of extending such
17 programs throughout the state.
18 Section 2. The sum of $__________ is appropriated to
19 the Department of Juvenile Justice for the 2005-2006 fiscal
20 year to be allocated to a pilot project that has been proposed
21 by the Professional Opportunities Program for Students (POPS)
22 and approved by the department.
23 Section 3. This act shall take effect July 1, 2005.
