16 page 49, line 16, delete those lines

18 and insert:
19 (a) Demonstrate fiscal soundness by being in operation
20 for at least 3 school years or obtaining a surety bond or
21 letter of credit for the amount equal to the scholarship funds
22 for any quarter and filing the surety bond or letter of credit
23 with one school year or provide the Department of Education.
