15         Senate Amendment 
16         On page 8, line 5, after the period,
17  
18  insert:  Notwithstanding the provisions of this subsection,
19  the commission may arbitrate, enforce, or approve
20  interconnection agreements, and resolve disputes, as provided
21  by 47 U.S.C. ss. 251 and 252, or any other applicable federal
22  law or regulation. The duties of a local exchange
23  telecommunications company to provide unbundled network
24  elements, interconnection, collocation arrangements, or any
25  other service, right, or benefit to any party, regardless of
26  the technology, are those that the company is obligated to
27  extend or provide under applicable federal law and
28  regulations.
