14         On page 5, lines 10-15, delete those lines

16  and insert:  
17         (d)  Promote competition by encouraging new entrants
18  into telecommunications markets and by allowing a transitional
19  period in which new entrants are subject to a lesser level of
20  regulatory oversight than local exchange telecommunications
21  companies.
