2 An act relating to options for the accelerated
3 completion of high school; repealing s.
4 1003.429, F.S., relating to options for
5 accelerated high school graduation; amending
6 ss. 1003.431, 1007.261, 1008.22, and 1009.531,
7 F.S., relating to career education
8 certification, state university admissions, a
9 student assessment program for public schools,
10 and the Florida Bright Futures Scholarship
11 Program; conforming provisions to the repeal of
12 s. 1003.429, F.S.; providing for application of
13 the act; providing an effective date.

15 Be It Enacted by the Legislature of the State of Florida:
16
17 Section 1. Section 1003.429, Florida Statutes, is
18 repealed.
19 Section 2. Paragraph (a) of subsection (1) of section
20 1003.431, Florida Statutes, is amended to read:
21 1003.431 Career education certification.--
22 (1) A student who fulfills the following requirements
23 shall be recognized with a career education certification on
24 his or her high school diploma:
25 (a) Completion of the requirements for high school
26 graduation as provided in s. 1003.429 or s. 1003.43 and the
27 additional requirements for a comprehensive career education
28 program of study as provided in subsection (2).
29 Section 3. Paragraph (a) of subsection (1) of section
30 1007.261, Florida Statutes, is amended to read:

1 1007.261 State universities; admissions of
2 students.--Each university board of trustees is authorized to
3 adopt rules governing the admission of students, subject to
4 this section and rules of the State Board of Education.
5 (1) Minimum academic standards for undergraduate
6 admission to a university include:
7 (a) Each student must have received a high school
8 diploma pursuant to s. 1003.429 or s. 1003.43, or its
9 equivalent, except as provided in s. 1007.271(2)-(5) or
10 completed a home education program according to s. 1002.41.
11 Section 4. Paragraph (a) of subsection (9) of section
12 1008.22, Florida Statutes, is amended to read:
13 1008.22 Student assessment program for public
14 schools.--
15 (9) EQUIVALENCIES FOR STANDARDIZED TESTS.--
16 (a) The Commissioner of Education shall approve the
17 use of the SAT and ACT tests as alternative assessments to the
18 grade 10 FCAT for the 2003-2004 school year. Students who
19 attain scores on the SAT or ACT which equate to the passing
20 scores on the grade 10 FCAT for purposes of high school
21 graduation shall satisfy the assessment requirement for a
22 standard high school diploma as provided in s. 1003.429(6)(a)
23 or s. 1003.43(5)(a) for the 2003-2004 school year if the
24 students meet the requirement in paragraph (b).
25 Section 5. Paragraph (b) of subsection (1) of section
26 1009.531, Florida Statutes, is amended to read:
27 1009.531 Florida Bright Futures Scholarship Program;
28 student eligibility requirements for initial awards.--
29 (1) To be eligible for an initial award from any of
30 the three types of scholarships under the Florida Bright
31 Futures Scholarship Program, a student must:

1 (b) Earn a standard Florida high school diploma or its
2 equivalent as described in s. 1003.429, s. 1003.43, or s.
3 1003.435 unless:
4 1. The student is enrolled full time in the early
5 admission program of an eligible postsecondary education
6 institution or completes a home education program according to
7 s. 1002.41; or
8 2. The student earns a high school diploma from a
9 non-Florida school while living with a parent or guardian who
10 is on military or public service assignment away from Florida.
11 Section 6. This act shall apply to students entering
12 the ninth grade in the 2005-2006 school year and thereafter
13 and shall apply to all students beginning in the 2008-2009
14 school year.
15 Section 7. This act shall take effect July 1, 2005.

18 SENATE SUMMARY
19 Repeals provisions allowing students to graduate from
high school in 3 years following the completion of
20 certain requirements. Provides for the act to apply to
students entering the ninth grade in the 2005-2006 school
21 year and thereafter and to apply to all students
beginning in the 2008-2009 school year.
