6 requiring the Commissioner of Education to make
7 recommendations to the State Board of
8 Education; providing for rulemaking; providing
9 duties of the department relating to teacher
10 preparation for the purpose of ensuring
11 instructional relevance; requiring the
12 department to identify career academies and
13 other models for delivering high school
14 instruction; amending ss. 1006.02 and 1006.025,
15 F.S.; requiring each public school's guidance
16 report to document that students have used
17 certain career planning tools; requiring the
18 department to conduct and complete an
19 articulation audit for postsecondary vocational
20 education by a specified deadline; providing
21 requirements for the audit; providing an
22 effective date.

24 Be It Enacted by the Legislature of the State of Florida:
25
26 Section 1. Section 1003.416, Florida Statutes, is
27 created to read:
28 1003.416 Academic standards; review; improvement in
29 rigor and career relevance; career academies; rules;
30 enforcement.--

1 (1) PURPOSE AND INTENT.--The purpose of this section
2 is to provide added focus and rigor to academics in the high
3 school so that all students graduate from high school ready
4 for postsecondary education and work. Every high school
5 student should receive rigorous academic instruction through
6 challenging curricula delivered with relevance to application
7 in unpredictable settings presented by highly qualified
8 teachers in small-school or school-within-a-school
9 environments, and supported by informed parents and engaged
10 postsecondary-education, business, and community partners. It
11 is the intent of the Legislature that every student graduate
12 from high school ready for postsecondary education and work.
13 (2) CURRICULA AND COURSES.--The Department of
14 Education shall review the Sunshine State Standards for high
15 school to ensure that they incorporate the appropriate rigor
16 and relevance so that students leave high school prepared for
17 both postsecondary education and the workplace. The
18 Commissioner of Education shall make recommendations to the
19 State Board of Education regarding changes to high school
20 standards and curricula based on research-based programs that
21 have been proven to be effective. The State Board of Education
22 shall, by March 1, 2006, adopt rules based upon the
23 commissioner's recommendations. The department shall review
24 current high school graduation requirements and course
25 enrollments of high school students to determine the effect of
26 increasing high school graduation requirements to include four
27 credits in math and science and eliminate the options for
28 satisfying Algebra I. By December 1, 2006, the Commissioner of
29 Education shall submit to the President of the Senate, the
30 Speaker of the House of Representatives, the Governor, and the
31 State Board of Education recommendations to increase the

1 academic rigor of high school graduation requirements for
2 implementation to be phased in beginning by the 2008-2009
3 school year.
4 (3) INSTRUCTIONAL RELEVANCE.--The department shall
5 review teaching practices and recommend pedagogy in all
6 teacher-preparation pathways to ensure that future teachers
7 are able to deliver rigorous instruction in a relevant manner.
8 The department shall develop professional development for
9 current teachers which focuses on student-centered
10 instructional strategies that move students from the early
11 learning stage of awareness to higher learning stages of
12 analysis, adaptation, and application of knowledge.
13 (4) CAREER ACADEMIES.--The department shall use
14 school-level accountability data to identify successful career
15 academies or other models of delivering rigorous high school
16 instruction in a relevant manner which lead to increased
17 academic performance of students and schools. The models
18 should include small learning communities or instances of a
19 school-within-a-school, standards based on a college
20 preparatory curriculum with a career theme, postsecondary
21 education, business and community partners, and nationally
22 recognized and accepted curricula. Based upon the findings,
23 the department shall develop an implementation process for
24 replicating successful models around the state. The
25 implementation process must include recommendations for
26 funding necessary to create and sustain the model.
27 (5) STATE BOARD OF EDUCATION AUTHORITY.--
28 (a) The State Board of Education shall adopt rules
29 under ss. 120.536(1) and 120.54 to administer the provisions
30 of this section.

1 (b) The State Board of Education, pursuant to s.
2 1008.32, shall enforce the provisions of this section.
3 Section 2. Subsection (1) of section 1006.02, Florida
4 Statutes, is amended to read:
5 1006.02 Provision of information to students and
6 parents regarding school-to-work transition.--
7 (1) To facilitate each student's ability to easily and
8 seamlessly combine academic and career classes throughout the
9 educational experience, each public K-12 school shall document
10 as part of its guidance report that every student has used
11 existing free electronic career planning tools provided by the
12 department to introduce each middle school student and high
13 school student to the career planning process and to conduct
14 career exploration. The report must include the manner in
15 which the school has All public K-12 schools shall document
16 the manner in which they have prepared students to enter the
17 workforce, including information regarding the provision of
18 accurate, timely career and curricular counseling to students.
19 This information must shall include a delineation of available
20 career opportunities, educational requirements associated with
21 each career, educational institutions that prepare students to
22 enter each career, and student financial aid available to
23 enable students to pursue any postsecondary instruction
24 required to enter that career. This information must shall
25 also delineate school procedures for identifying individual
26 student interests and aptitudes which enable students to make
27 informed decisions about the curriculum that best addresses
28 their individual interests and aptitudes while preparing them
29 to enroll in postsecondary education and enter the workforce.
30 This information must shall include recommended high school
31 coursework that prepares students for success in college-level

1 work. The information must shall be made known to parents and
2 students annually through inclusion in the school's handbook,
3 manual, or similar documents or other communications regularly
4 provided to parents and students.
5 Section 3. Paragraph (f) of subsection (2) of section
6 1006.025, Florida Statutes, is amended to read:
7 1006.025 Guidance services.--
8 (2) The guidance report shall include, but not be
9 limited to, the following:
10 (f) Actions taken to provide information to students
11 for the school-to-work transition and documentation that every
12 student has used existing free electronic career planning
13 tools provided by the department to introduce each middle
14 school student and high school student to the career planning
15 process and to conduct career exploration pursuant to s.
16 1006.02.
17 Section 4. (1) The Department of Education shall
18 conduct an articulation audit for postsecondary vocational
19 education which:
20 (a) Is focused on courses and programs within the
21 industry sectors that have been targeted by Enterprise Florida
22 for economic development;
23 (b) Identifies specific areas of improvement needed to
24 maximize credit given to public postsecondary students; and
25 (c) Identifies local articulation agreements that
26 could be replicated statewide.
27 (2) The audit required under subsection (1) must be
28 completed by December 31, 2005.
29 Section 5. This act shall take effect July 1, 2005.
