13 Senate Amendment (with title amendment)
14 Delete everything after the enacting clause

16 and insert:
17 Section 1. The Office of Program Policy Analysis and
18 Government Accountability shall conduct a study to determine
19 whether practices of law enforcement agencies in this state
20 with respect to enforcing laws and rules requiring the use of
21 seat belts in motor vehicles demonstrate a pattern of racial
22 profiling. If the office finds that racial profiling exists,
23 it shall recommend methods to eliminate the practice. The
24 office shall present its report and, if necessary, its
25 recommendations to the President of the Senate and the Speaker
26 of the House of Representatives by February 1, 2006.
27 Section 2. This act shall take effect upon becoming a
28 law.

11 enforcement of statutes and rules relating to
12 seat belt usage; providing for recommendations;
13 providing for a report to the Legislature;
14 providing an effective date.
