15 On page 76, between lines 19 and 20,

17 insert:
18 Section 43. Section 106.34, Florida Statutes, is
19 amended to read:--
20 106.34 Expenditure limits.--
21 (1) Any candidate for Governor and Lieutenant Governor
22 or Cabinet officer who requests contributions from the
23 Election Campaign Financing Trust Fund shall limit his or her
24 total expenditures as follows:
25 (a) Governor and Lieutenant Governor: $2.00 for each
26 Florida registered voter $5 million.
27 (b) Cabinet officer: $1.00 for each Florida
28 registered voter $2 million.
29 (2) The expenditure limit for any candidate with
30 primary election opposition only shall be 60 percent of the
31 limit provided in subsection (1).

1 (3) For purposes of this section, "Florida registered
2 voter" means a voter who is registered to vote in Florida as
3 of June 30 of each odd-numbered year. The Division of
4 Elections shall certify the total number of Florida registered
5 voters no later than July 31 of each odd-numbered year. Such
6 total number shall be calculated by adding the number of
7 registered voters in each county as of June 30 in the year of
8 the certification date. For the 2006 general election, the
9 Division of Elections shall certify the total number of
10 Florida registered voters by July 31, 2005 The expenditure
11 limit shall be adjusted by the Secretary of State
12 quadrennially to reflect the rate of inflation or deflation as
13 indicated in the Consumer Price Index for All Urban Consumers,
14 U.S. City Average, All Items, 1967=100, or successor reports
15 as reported by the United States Department of Labor, Bureau
16 of Labor Statistics.
17 (4) For the purposes of this section, the term
18 "expenditure" does not include the payment of compensation for
19 legal and accounting services rendered on behalf of a
20 candidate.
