16         On page 74, between lines 20 and 21,

18  insert:  
19         Section 42.  Effective August 1, 2006, section 101.573,
20  Florida Statutes, is created to read:
21         101.573  Record of votes by precinct.--
22         (1)  Within 75 days after the date of a local election
23  or runoff, whichever occurs later, a presidential preference
24  primary, or a general election, the supervisor of elections
25  shall file with the Department of State precinct-level
26  election results for that election cycle, including any
27  primary elections. Precinct-level election results will record
28  for each precinct the returns of ballots cast at the precinct
29  location to which have been added the returns absentee and
30  early-voted ballots cast by voters registered in the precinct.
31         (2)  The Department of State shall adopt rules pursuant

Subsection (3) is added to section 101.64, 5 Florida Statutes, to read: 6 101.64 Delivery of absentee ballots; envelopes; 7 form.-- 8 (3) The supervisor shall mark, code, indicate on, or 9 otherwise track the precinct of the absent elector for each 10 absentee ballot. 11 Section 44. Paragraph (a) of subsection (1) of section 12 101.657, Florida Statutes, is amended to read: 13 101.657 Early voting.-- 14 (1)(a) The supervisor of elections shall allow an 15 elector to vote early in the main or branch office of the 16 supervisor by depositing the voted ballot in a voting device 17 used by the supervisor to collect or tabulate ballots. The 18 supervisor shall mark, code, indicate on, or otherwise track 19 the voter's precinct for each early-voted ballot. In order for 20 a branch office to be used for early voting, it shall be a 21 full-service facility of the supervisor and shall have been 22 designated as such at least 1 year prior to the election. The 23 supervisor may designate any city hall or public library as 24 early voting sites; however, if so designated, the sites must 25 be geographically located so as to provide all voters in the 26 county an equal opportunity to cast a ballot, insofar as is 27 practicable.
