14 On page 84, between lines 14 and 15,

16 insert:
17 Section 52. Subsection (4) of section 322.142, Florida
18 Statutes, is amended to read:
19 322.142 Color photographic or digital imaged
20 licenses.--
21 (4) The department may maintain a film negative or
22 print file. The department shall maintain a record of the
23 digital image and signature of the licensees, together with
24 other data required by the department for identification and
25 retrieval. Reproductions from the file or digital record shall
26 be made and issued only for departmental administrative
27 purposes; for the issuance of duplicate licenses; in response
28 to law enforcement agency requests; to the Department of State
29 pursuant to an interagency agreement to facilitate
30 determinations of eligibility of voter registration applicants
31 and registered voters in accordance with ss. 98.045 and

1 98.075; to the Department of Revenue pursuant to an
2 interagency agreement to facilitate service of process in
3 Title IV-D cases; or to the Department of Financial Services
4 pursuant to an interagency agreement to facilitate the
5 location of owners of unclaimed property, the validation of
6 unclaimed property claims, and the identification of
7 fraudulent or false claims, and are exempt from the provisions
8 of s. 119.07(1).
