15 On page 76, between lines 19 and 20,

17 insert:
18 Section 43. Subsection (2) of Section 106.08, Florida
19 Statutes, is amended to read:--
20 106.08 Contributions; limitations on.--
21 (2)(a) A candidate may not accept contributions from
22 national, state, including any subordinate committee of a
23 national, state, or county committee of a political party, and
24 county executive committees of a political party, which
25 contributions in the aggregate exceed $50,000, no more than
26 $25,000 of which may be accepted prior to the 28-day period
27 immediately preceding the date of the general election.
28 (b) A candidate for statewide office may not accept
29 contributions from national, state, including any subordinate
30 committee of a national, state, or county committee of a
31 political party, and county executive committees of a

1 political party, which contributions in the aggregate exceed
2 $250,000, no more than $125,000 of which may be accepted prior
3 to the 28-day period immediately preceding the date of the
4 general election.
5 (c) Polling services, research services, costs for
6 campaign staff, professional consulting services, and
7 telephone calls are not contributions to be counted toward the
8 contribution limits of paragraph (a). Any item not expressly
9 identified in this paragraph as nonallocable is a contribution
10 in an amount equal to the fair market value of the item and
11 must be counted as allocable toward the $50,000 contribution
12 limits of paragraph (a). Nonallocable, in-kind contributions
13 must be reported by the candidate under s. 106.07 and by the
14 political party under s. 106.29.
