11  The Committee on Ethics and Elections (Posey) recommended the
12  following amendment to amendment (792390):

14         Senate Amendment (with title amendment) 
15         On page 3, line 15, through page 4, line 7, delete
16  those words

18  and insert:  
19         (2)  The Legislature also finds it necessary to broaden
20  the existing exemption from public-records access to social
21  security numbers and telephone numbers of voters and voter
22  registration applicants to include drivers license numbers and
23  Florida identification numbers. The Legislature finds that
24  access to such information can lead to fraud, personal
25  identity theft, and invasion of privacy. The Florida Voter
26  Statewide Voter Registration System, once implemented and
27  maintained, will constitute one of the most comprehensive and
28  up-to-date databases of persons in this state. The Legislature
29  finds it not only necessary to exempt from copying social
30  security numbers, drivers license numbers, Florida
31  identification numbers, and telephone numbers of those persons

 1  in the Florida Voter Registration System but also to exempt
 2  those numbers from inspection. Even the memorization of a
 3  single person's social security number, driver's license
 4  number, Florida identification number, or telephone number
 5  could result in economic and personal harm to that individual
 6  whose numbers may be used to perpetuate fraud or may be
 7  coupled with other readily available public information to
 8  commit personal identity theft or to gain access to records,
 9  such as financial, educational, or medical records. The
10  Legislature also finds it necessary to keep the social
11  security numbers, driver's license numbers, Florida
12  identification numbers, and telephone numbers in the Florida
13  Voter Registration System confidential and exempt in order to
14  encourage voter registration and remove disincentives to
15  registering to vote.
