11  The Committee on Ethics and Elections (Posey) recommended the
12  following amendment to amendment (792390):

14         Senate Amendment (with title amendment) 
15         On page 3, line 15 through page 4, line 7, delete those
16  lines
17  
18  and insert:  
19         (2)  The Legislature also finds it necessary to broaden
20  the existing exemption from public-records access to social
21  security numbers of voters and voter registration applicants
22  to include drivers license numbers and Florida identification
23  numbers. The Legislature finds that access to such information
24  can lead to fraud, personal identity theft, and invasion of
25  privacy. The Florida Voter Statewide Voter Registration
26  System, once implemented and maintained, will constitute one
27  of the most comprehensive and up-to-date databases of persons
28  in this state. The Legislature finds it not only necessary to
29  exempt from copying social security numbers, drivers license
30  numbers, and Florida identification numbers of those persons
31  in the Florida Voter Registration System but also to exempt

 1  those numbers from inspection. Even the memorization of a
 2  single person's social security number, driver's license
 3  number, or Florida identification number could result in
 4  economic and personal harm to that individual whose numbers
 5  may be used to perpetuate fraud or may be coupled with other
 6  readily available public information to commit personal
 7  identity theft or to gain access to records, such as
 8  financial, educational, or medical records. The Legislature
 9  also finds it necessary to keep the social security numbers,
10  driver's license numbers, and Florida identification numbers
11  in the Florida Voter Registration System confidential and
12  exempt in order to encourage voter registration and remove
13  disincentives to registering to vote.
