14         Senate Amendment (with title amendment) 
15         Delete everything after the enacting clause

17  and insert:  
18         Section 1.  The Florida Clean Energy Technology
19  Center.--The Florida Energy Office in the Department of
20  Environmental Protection shall enter into a contract with the
21  Florida Technological Research and Development Authority,
22  whereby such authority shall operate, in coordination with the
23  Florida Solar Energy Center at the University of Central
24  Florida, the Florida Clean Energy Technology Center to perform
25  the following responsibilities in a manner that is consistent
26  with the powers granted to such authority under chapter
27  87-455, Laws of Florida:
28         (1)  Administer the Venture Smart Grant Program. The
29  Venture Smart Grant Program shall award grants of up to
30  $50,000 to one or more businesses that are developing a
31  product or service related to energy. The grants awarded shall

The guidance and support provided may 4 include prototype development, management-team recruitment, 5 intellectual property protection, or business and 6 marketing-plan development. To receive a grant, a business 7 must be developing an energy product or service for the 8 marketplace, be a start-up or medium-sized business, submit a 9 grant application, and be selected for funding by the board of 10 directors of the authority. The board's selection shall be 11 made after the board considers the recommendations of a 12 three-member review committee that is independent of the 13 authority. The independent review committee shall make its 14 recommendations to the board following the committee's review 15 of the applications that the business development managers of 16 the Venture Smart Grant Program at the authority have 17 identified as the best prospects. The managers shall make such 18 identification by screening the applicant companies in order 19 to select the products and services that are the most 20 promising. 21 (2) Sponsor and organize an annual clean energy 22 venture forum to bring venture capital to promising companies 23 having clean energy innovations. 24 (3) Enhance the energy security of this state and the 25 nation by reducing dependence on foreign oil as an energy 26 source by promoting the research, development, demonstration, 27 and deployment of clean energy technologies, particularly 28 renewable technologies, through the provision of traditional 29 business-incubation services and the administration of the 30 Venture Smart Grant Program as a member of the National 31 Alliance of Clean Energy Business Incubators, a group that was 2 10:41 AM 04/04/05 s2186d-ep03-c3t

The sum of $400,000 is appropriated from 5 the General Revenue Fund to the Florida Energy Office in the 6 Department of Environmental Protection for the purpose of 7 funding the Florida Clean Energy Technology Center at the 8 Florida Technological Research and Development Authority. 9 Section 3.
