15         On page 5, lines 20-26, delete those lines

17  and insert:  
18         364.13  Emerging and advanced services.--Broadband
19  service and the provision of voice-over-Internet-protocol
20  (VoIP) shall be free of state regulation, except as delineated
21  in this chapter or as specifically authorized by federal law,
22  regardless of the provider, platform, or protocol.
