11  Senator Argenziano moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 37, between lines 28 and 29,
15  
16  insert:  
17         Section 27.  (1)  Local service competition
18  review.--The Public Service Commission shall by September 30,
19  2005, study and report on the impact that Federal
20  Communications Commission decisions and federal appellate
21  court decisions have had on the viability of basic local
22  telecommunications service competition in Florida subsequent
23  to the issuance of the commission's last report on the
24  competition to the Legislature. The study and report shall
25  specifically examine the recent publicly reported
26  announcements that major telecommunications companies would
27  abandon efforts to compete for basic local telecommunications
28  services in this state and report on the extent these
29  abandonments will impair future local service competition.
30         (2)  Pending completion of the local service
31  competition review, any local service rate increases

 1  previously approved by the commission, but not yet implemented
 2  shall be suspended until June 1, 2006, so that the Legislature
 3  can determine whether the local rates increases will in fact
 4  stimulate local service competition as was previously
 5  contemplated.
