11 The Committee on Education (Wise) recommended the following
12 amendment:

14 Senate Amendment (with title amendment)
15 On page 6, lines 15 through 18, delete those lines
16
17 and insert:
18 Section 3. Subsection (3) of section 1007.33, Florida
19 Statutes, is amended, present subsection (4) is redesignated
20 as subsection (6), and new subsections (4) and (5) are added
21 to that section, to read:
22 1007.33 Site-determined baccalaureate degree access.--
23 (3) A community college may develop a proposal to
24 deliver specified baccalaureate degree programs in its
25 district to meet local workforce needs. The proposal must be
26 submitted to the State Board of Education for approval. The
27 community college's proposal must include the following
28 information:
29 (a) Demand for the baccalaureate degree program is
30 identified by the workforce development board, local
31 businesses and industry, local chambers of commerce, and

1 potential students.
2 (b) Unmet need for graduates of the proposed degree
3 program is substantiated.
4 (c) The community college has the facilities and
5 academic resources to deliver the program.

7 The proposal must be submitted to the Council for Education
8 Policy Research and Improvement for review and comment. Upon
9 approval of the State Board of Education for the specific
10 degree program or programs, the community college shall pursue
11 regional accreditation by the Commission on Colleges of the
12 Southern Association of Colleges and Schools. Any additional
13 baccalaureate degree programs the community college wishes to
14 offer must be approved by the State Board of Education.

19 On page 1, line 24, after the second semicolon,

21 insert:
22 removing a requirement for review and comment
23 by the Council for Education Policy Research
24 and Improvement of a proposal to deliver
