11 The Committee on Education (Wise) recommended the following
12 amendment:

15 On page 3, lines 24 and 25, delete those lines
16
17 and insert: degrees. The board of trustees of a community
18 college that has been authorized pursuant to 1007.33 (3) to
19 offer a specific baccalaureate degree program approved by the
20 State Board of Education and the Legislature, whose community
21 college has become regionally accredited by the Commission on
22 Colleges of the Southern Association of Colleges and Schools
23 to offer that degree, and which has graduated the first class
24 from the authorized degree program, may approve the community
25 college offering other baccalaureate degree programs which
26 will articulate a specific Associate in Science degree with a
27 specific Bachelor's in Applied Science degree without having
28 to seek approval of the State Board of Education or the
29 Legislature. This exemption applies only to articulated
30 Associate of Science to Bachelor of Applied Science degree
31 programs and does not exempt a community college from s.

1 1004.65 (7), 1007.33 (4), or from the requirement to notify in
2 writing the accredited public and private colleges and
3 universities in the community college's district of its intent
4 to deliver the proposed program. The notified colleges and
5 universities have 90 days to submit in writing to the
6 community college an alternative plan for providing the
7 specified degree program. The alternative plan must include
8 the curriculum for the new degree program and a time-line for
9 implementation which will result in the initiation of the
10 program within one year. The board of trustees of the
11 community college must evaluate each proposal received for the
12 new degree to determine the relative merit of each alternative
13 plan versus the community college's own plan. Such an
14 evaluation must consider which proposal is best for the
15 students who would enroll in the new degree program and the
16 cost of each proposal.
17 The board of trustees of the community college shall
18 make the final decision on who will offer each new degree
19 program.
