15 Delete everything after the enacting clause

17 and insert:
18 Section 1. Paragraphs (e) and (f) are added to
19 subsection (2) of section 1006.20, Florida Statutes, to read:
20 1006.20 Athletics in public K-12 schools.--
21 (2) ADOPTION OF BYLAWS.--
22 (e) The organization shall adopt bylaws in
23 consultation with the Florida School Boards Association and
24 the Florida Association of District School Superintendents
25 specifying that, in order to qualify for membership in the
26 organization, member schools must abide by district school
27 board procedure or private school procedure that requires:
28 1. Instruction in physical education or health classes
29 on the dangers of steroid use.
30 2. Instruction by head coaches to the members of their
31 teams on the dangers of steroid use.

1 3. Inclusion of a prohibition against steroid use in
2 the student code of conduct.
3 4. Inclusion of steroid effects in drug suspicion
4 criteria.
5 (f) The organization shall adopt bylaws requiring
6 adherence to the Florida Coaches Code of Ethics, including
7 penalties for noncompliance. The Florida Coaches Code of
8 Ethics shall be developed by September 1, 2005.
9 Section 2. Not later than October 1, 2005, the Florida
10 High School Athletic Association shall make recommendations to
11 the Speaker of the House of Representatives and the President
12 of the Senate for a pilot drug testing program to test for
13 performance-enhancing drugs. The pilot program must involve
14 statewide testing of a random sample of the student athletes
15 in a selected sport.
16 Section 3. This act shall take effect September 1,
17 2005.
