1 A bill to be entitled
2 An act relating to drug testing student
3 athletes; amending s. 1006.20, F.S.; requiring
4 the Florida High School Athletic Association to
5 adopt bylaws relating to steroid use and the
6 adherence to a coaches code of ethics;
7 requiring development of such code; requiring
8 the Florida High School Athletic Association to
9 make recommendations for a pilot drug testing
10 program to test for performance-enhancing
11 drugs; providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:
14
15 Section 1. Paragraphs (e) and (f) are added to
16 subsection (2) of section 1006.20, Florida Statutes, to read:
17 1006.20 Athletics in public K-12 schools.--
18 (2) ADOPTION OF BYLAWS.--
19 (e) The organization shall adopt bylaws in
20 consultation with the Florida School Boards Association and
21 the Florida Association of District School Superintendents
22 specifying that, in order to qualify for membership in the
23 organization, member schools must abide by district school
24 board procedure or private school procedure that requires:
25 1. Instruction in physical education or health classes
26 on the dangers of steroid use.
27 2. Instruction by head coaches to the members of their
28 teams on the dangers of steroid use.
29 3. Inclusion of a prohibition against steroid use in
30 the student code of conduct.

1 4. Inclusion of steroid effects in drug suspicion
2 criteria.
3 (f) The organization shall adopt bylaws requiring
4 adherence to the Florida Coaches Code of Ethics, including
5 penalties for noncompliance. The Florida Coaches Code of
6 Ethics shall be developed by September 1, 2005.
7 Section 2. Not later than October 1, 2005, the Florida
8 High School Athletic Association shall make recommendations to
9 the Speaker of the House of Representatives and the President
10 of the Senate for a pilot drug testing program to test for
11 performance-enhancing drugs. The pilot program must involve
12 statewide testing of a random sample of the student athletes
13 in a selected sport.
14 Section 3. This act shall take effect September 1,
15 2005.

17 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR

20 The committee substitute makes the following changes:
21 -Revises the requirements for the adoption of bylaws by
the Florida High School Athletic Association.

-Requires the Florida High School Athletic Association to
23 make recommendations to the Legislature (by October 1,
2005) for a pilot statewide random drug testing program
24 for student athletes in a selected sport.
25 -Eliminates the provisions allowing district school
boards and private schools to require random drug testing
26 of student athletes for performance-enhancing drugs.
