11 The Committee on Community Affairs (Bennett) recommended the
12 following amendment:

15 On page 2, lines 2-28, delete those lines
16
17 and insert: out effective community development and project
18 planning and design activities to arrest and reverse community
19 decline and restore community vitality. Community development
20 and project planning activities to maintain viable
21 communities, revitalize existing communities, expand economic
22 development and employment opportunities, and improve housing
23 conditions and expand housing opportunities, providing direct
24 benefit to persons of low or moderate income, are the primary
25 purposes of ss. 290.0401-290.049. The Legislature, therefore,
26 declares that the development, redevelopment, preservation,
27 and revitalization of communities in this state and all the
28 purposes of ss. 290.0401-290.049 are public purposes for which
29 public money may be borrowed, expended, loaned, pledged to
30 guarantee loans, and granted.
31 Section 2. Subsections (3) and (4) of section 290.044,

1 Florida Statutes, are amended to read:
2 290.044 Florida Small Cities Community Development
3 Block Grant Program Fund; administration; distribution.--
4 (3) The department shall define the broad community
5 development objective to be achieved by the activities in each
6 of the following grant program categories, and require
7 applicants for grants to compete against each other in these
8 grant program categories:
9 (a) Housing.
10 (b) Economic development.
11 (c) Neighborhood revitalization.
12 (d) Commercial revitalization.
13 (e) Project planning and design.
14 (4) The percentage of funds distributed in each of the
15 grant program categories from federal funds for federal fiscal
16 year 1985 shall be established by the Legislature in the
17 appropriation process for the 1984 regular session and shall
18 be established annually thereafter in the same manner. The
19 department shall submit its recommendation on the distribution
20 percentages to the Governor and Legislature as part of its
21 regular budget proposals. The department may set aside shall
22 provide for the set-aside of an amount of up to 5 10 percent
23 of the federal funds annually allocated to the
