11  The Committee on Banking and Insurance (Atwater) recommended
12  the following amendment:

14         Senate Amendment (with title amendment) 
15         On page 5, between lines 18 and 19,
16  
17  insert:  
18         (s)  The board of governors shall adopt a plan under
19  which insureds of the corporation have, at their election, the
20  opportunity to pay premiums semiannually or quarterly. The
21  plan shall provide for a processing fee that represents the
22  administrative costs resulting from additional billing and
23  recordkeeping. The plan and the processing fee must be
24  approved by the office.
