15 On page 9, between lines 6 and 7,

17 insert:
18 Section 3. The exemption provided in section
19 212.08(5), Florida Statutes, is subject to a review by the
20 Legislature no later than July 1, 2015. The Office of Program
21 Policy Analysis and Government Accountability and Enterprise
22 Florida, Inc., shall study this exemption to determine the
23 impact of the exemption on the promotion of research and
24 development activities in this state. Enterprise Florida,
25 Inc., may contract with an independent research organization
26 to perform the assessment. The study must include the
27 estimated annual cost of the exemption and an estimate of the
28 economic impact of increased research and development
29 activities, if any. By January 1, 2015, the Office of Program
30 Policy Analysis and Government Accountability and Enterprise
31 Florida, Inc., shall submit reports to the Governor, the

2 Representatives which provides the findings and
3 recommendations as to whether the exemption should be

10 And the title is amended as follows:
11 On page 1, line 17, after the semicolon,

13 insert:
14 requiring the Office of Program Policy Analysis
15 and Government Accountability and Enterprise
16 Florida, Inc., to study the exemption regarding
17 machinery and equipment and to submit a report
18 of its findings and recommendations to the
19 Governor and the Legislature;
