12 following amendment to amendment (082874):

16 page 5, line 22, delete those lines

18 and insert: supervision by a licensed clinical perfusionist
19 who is present when a procedure is being performed and who is
20 in all instances immediately available to provide assistance
21 and direction to the clinical perfusionist while clinical
22 perfusion services are being performed.
23 (h) "Extracorporeal circulation" means the diversion
24 of a patient's blood through a heart-lung machine or a similar
25 device that assumes the functions of the patient's heart,
26 lungs, kidney, liver, or other organs.
27 (i) "Trainee" means a person who is currently enrolled
28 in an approved program.
29 (j) "Perfusion protocols" means perfusion-related
30 policies and protocols developed or approved by a licensed
31 health facility or a physician through collaboration with

1 administrators, licensed clinical perfusionists, and other
2 health care professionals.
3 (k) "Proficiency examination" means an entry-level
4 examination approved by the boards, including examinations
5 administered by the American Board of Cardiovascular Perfusion
6 (ABCP).
7 (l) "Provisional licensed perfusionist" means a person
8 provisionally licensed under this section.
9 (m) "Supervising physician" means an allopathic
10 physician who holds an active license.
11 (n) "Temporarily licensed perfusionist" means a person
12 granted a temporary license under this section.
13 (2) PERFORMANCE OF A SUPERVISING PHYSICIAN.--A
14 physician who supervises a clinical perfusionist must be
15 qualified in the medical areas in which the clinical
16 perfusionist performs.
17 (3)(a) PERFORMANCE OF CLINICAL PERFUSIONISTS.--A
18 clinical perfusionist may perform duties established by rule
19 by the board, including the following duties that are included
20 in the clinical perfusionist's protocol, while prescribed by a
21 physician or under the supervision of a physician:
22 1. Perform extracorporeal circulation/clinical
23 support;
24 2. Perform or administer counter pulsation;
25 3. Perform circulatory support and ventricular
26 assistance;
27 4. Perform extracorporeal membrane oxygenation (ECMO)
28 and extracorporeal life support (ECLS);
29 5. Perform blood conservation techniques,
30 autotransfusion, and blood component sequestration;
31 6. Perform myocardial preservation;

1 7. Perform coagulation and hemotalogic monitoring;
2 8. Perform physiological monitoring;
3 9. Perform blood gas and blood chemistry monitoring;
4 10. Perform induction of hypothermia or hyperthermia
5 with reversal;
6 11. Perform hemodilution;
7 12. Perform hemofiltration;
8 13. Administer blood, blood products, supportive
9 fluids, and anesthetic agents via the extracorporeal circuit;
10 14. Complete documentation associated with described
11 duties;
12 15. Perform isolated limb and organ perfusion;
13 16. Provide surgical assistance;
14 17. Perform organ preservation;
15 18. Perform dialysis while on clinical bypass;
16 19. Perform therapeutic apheresis;
17 20. Administer blood, blood products and supportive
18 fluids via the therapeutic apheresis circuit; and
19 21. Perform pacemaker lead and battery analysis.
20 (b) This section or chapter does not prevent
21 third-party payors from reimbursing employers of clinical
22 perfusionists for covered services rendered by such clinical
23 perfusionists.
24 (c) A clinical perfusionist shall clearly convey to a
25 patient that he or she is a clinical perfusionist.
26 (d) A clinical perfusionist may perform medical tasks
27 and services within the framework of a written practice
28 protocol developed between the supervising physician and the
29 clinical perfusionist.
30 (e) A clinical perfusionist may not prescribe, order,
31 compound, or dispense any controlled substance, legend drug,

1 or medical device to any patient. This paragraph does not
2 prohibit a clinical perfusionist from administering legend
3 drugs, controlled substances, intravenous drugs, fluids, or
4 blood products that are ordered by the physician and
5 administered to a patient while under the orders of such
6 physician.
7 (4) PERFORMANCE BY TRAINEES.--The practice of a
8 trainee is exempt from the requirements of this chapter while
9 the trainee is performing assigned tasks as a trainee in
10 conjunction with an approved program. Before providing
11 clinical perfusion in conjunction with the requirements of an
12 approved program, the trainee shall clearly convey to the
13 patient that he or she is a trainee and is under direct
14 supervision.
